I agree with Brendan. Vlo can have 2 different speeds, one for extension and one for retraction. Vle is the max speed with the gear hanging out and locked, not moving.
I don't know B-777 speeds, but in the EMB145 Vlo-extension is 250, Vlo-retraction is 200 and Vle is 250.
