There has to be a vacancy open in a base in order for someone to be able to bid into that base. What exactly is the idea of a monthly base bid? Forcing the company to create random vacancies in all bases and seats every month? That doesn't sound realistic.
Every airline I know of, basically has a monthly running number of CA and FO slots that they want for the base for a given fleet. This has really nothing to do with growth or hiring but more so, filling the needs of each base for fleet and sweet. If somebody leaves Y base, a person from X base that wants to move to Y base can do so, and so on. It would allow (by seniority of course) those that want a base, to get it without waiting for the quarterly or less, position bids. So in the case of SFO needing FOs, we would have never had this multi-month hole of FOs because they could reduce fat bases where they felt the need to.
