Right? I always thought the SRH was for our benefit to help us understand our sometimes Byzantine rules, not to add in additional restrictions that are found nowhere in the PWA.
12.G.13 seems pretty black and white, I looked all over that section and there’s absolutely nothing about bid packet rotations in there.
