I think I could end up voting for a proposal like you have outlined. I'd have to compare the two seniority lists to see whether DOH is good enough, or if relative seniority makes more sense, but I think the other provisions are a great jumping off place for merging the lists.
Lets just do DOH, no fences, everyone looses their seat, then we'll have a huge free for all bid...
