They offer more than they award because people have figured out that bidding reserve and only working a few days but getting paid 75 is better than getting paid 50. It’s not like they are awarding fewer than the initial amount in the email because they change their mind. There just aren’t as many takers as they’d like.
That's probably true for some portion of the difference between the number of VILs offered and the number awarded, but there's also usually a decent number of pilots who ask for a VIL, are eligible for a VIL, and are denied. For November, it looks like 155 pilots were denied for "Not senior enough."
