At some point is progress is not being made and each side is still far apart. NMB will have discussions with the sides coming up with ways to bridge those gaps. If more Neg dates in the NMB will not make any forward progress they may not schedule new dates. This may not reflect that either side as done anything wrong. If the union NB and leader can not come towards the company because this would be a consesion to industry norms and averages and the company is not willing to go up to those. Then we are techincally at an impass.

I really comes down to if IBT can use their influence politacally to get the NMB board to agree that further NMB guided Neg will not be effective and let the system work by releasing us to 30 day cooling.
I doubt you're going to see the NMB declare an impasse when they've barely begun to tackle the difficult part of the contract with multiple contentious sections open. An impasse and strike with that much work yet to be done quite possibly leads to the liquidation of the company. The RLA is designed to prevent strikes and resultant harm to shareholders.

This will drag on for years until both sides are equally motivated to reach a reasonable agreement.
