I doubt you're going to see the NMB declare an impasse when they've barely begun to tackle the difficult part of the contract with multiple contentious sections open. An impasse and strike with that much work yet to be done quite possibly leads to the liquidation of the company. The RLA is designed to prevent strikes and resultant harm to shareholders.
This will drag on for years until both sides are equally motivated to reach a reasonable agreement.
It can take years yes, but the question is how many more Neg will the NMB allow with no to little progress on this one section. If NMB process can not get a TA on this section thats an impass and going to another section that is harder is pointless.
It is time for IBT to showing what the full backing of the Teamsters can or can not do.
