It's obviously an excuse. Europe and its proximity to Russia is quite different from North America and China. China is a dictatorship growing increasingly confrontational and NATO represents freedom loving democracies with a couple of relatively unimportant exceptions who have a 75 year history of not being confrontational at least to Russia.

Again, should NATO have long ago allowed Ukraine to join NATO?
Seriously
It really doesn't matter who WE view it, it really only matters how the Russians and Putin view it. Just because you or Hubcaps view it a certain way doesn't really matter in this instance as you didn't object to Ukraine joining NATO and you didn't attack Ukraine. Yes we view NATO as a freedom loving democracy but I bet Russia and China view it differently. As to if Ukraine should have been allowed to join NATO honestly I do not know the particulars enough to comment. I would THINK that if the answer is yes then they would have joined NATO.
