Yes, but there is an important detail that you left out in your post that I originally quoted. You said:

It's possible to have a PR end early in the day, then to get another GS that starts *after* the PR ends....same calendar day so still on "reserve" like you said, but the PR would not convert to full PB. The key detail is the 2nd GS has to report *before* the end of the PR which wasn't clear in your post.
