Because every time you go into an airport you'll get a climb RA. There is a reason why it is inhibited below a certain altitude and that is because the technology is not there for it to work effectively near an airport environment. I know we are all angry and want to shake our fists at the sky, which is a perfectly normal response. But sometimes there are reasons why things are they way they are
