He doesnt have unilateral, unchecked authority over anything. He's a glorified auditor. The Constitution didn't just go away and EM can do whatever. EM, along with his team, who are now govt employees/appointees, are getting their trim on. But, the actual trim comes when the budget is put together and voted on for next FY.
Example: The latest stories of fed employees being asked to return to office or resign, but it stipulates that have until Sept. Gee, I wonder why Sept? Oh yeah, because they won't have a position in Oct because their job, program, or dept will be axed in the FY26 budget.
