This kind of thing has been going on for a long time. When the first Piedmont flows started coming over to US/AA, they had a deal where they could go back to their spot at Piedmont if they failed out of training. Lots of old dudes that spent their entire careers in a Dash-8 were the first to flow, and some couldn't hack the big transition to a jet, FMS, etc...
A few regionals had such a provision. Makes sense, normally better for regionals if people move along and don't get super senior and expensive. But if you're 50 with a couple kids in HS, it doesn't look very prudent to risk it all on your first type training event in 15-20 years.
