All the 727 CAP seats were filled by people, either excessed or relieving the excess. I don't know why they're listed as secondaries. Those guys wouldn't have needed a secondary to be awarded that.

As far as a 727 F/O seat filled on a secondary by a non excessed guy...? I haven't got a clue. It may have something to do with their options, due to all the previous bid cancellations.
