This is purely from discussions with guys in the guard, but you will likely have to do your time flying rotary wing for the state first before you could get into a C-12. It would probably be easier to go to a C-23 unit and talk to them about being recruited.
As for the reserves, there are multiple jobs in central and southwest asia that if you volunteer for up front will increase your chances of being selected off the street.
I'll redirect you to APTAP where there is a wealth of Army Fixed Wing info and contacts in the actual units. Unfortunatly there aren't a lot of APTAPers that are also APCers.
