Spirit passes get upgraded ahead of any non-rev travel (S1-S4). Not sure where they dovetail into the FCFL or FCFEL, but I think they are ahead of them as well. No priority over paying passengers.
I didn’t think the FCFL program even got put on the upgrade lists.
