Actually, not all PEBs are bad for labor. Labor in the Eastern strike and the Northwest mechanics in 2005 were begging for PEBs because they knew management was fully prepared to break the unions. Clinton's PEB was for the benefit of the AA pilots as the APA was unprepared to take on Crandall.

Check out this book if you want the real story about the PATCO strike. They actually had a pretty good TA that was voted down before Reagan empowered the anti-union elements of his administration.
