Decoding FAA speak, it looks like the way the FAA counts SIC and FE towards the 1500 TT requirement doesn't make ICAO happy. And the FAA will grant the ATP with less than the required hours of PIC. But I see no relief if you don't have 1500 hours.
True about ICAO. You need far more actual PIC to qualify for ICAO...if you don't have it, then your FAA ATP will have a limitation stating that it is not valid for international flying. You can also substitute a very large amount of 121 SIC time for some of the ICAO PIC.
Low-timers have problems upgrading at many jet regionals for this reason.
