I’m not sure if I’m over-explaining it based on you question, but yes that is how it works. Kind of like LAX 756 not being global when EWR/IAD are. It won’t be limited to just the XLR, either. One global trip in the bid packet on the NEO or XLR for a category makes everyone global in that category.
