Because as a RES GS ninja, there's often "on call under 18 to report" late in the month once they burned all the short calls.
But a 1+10 DH to BOS day 1 isn't worth it, but a 11:30 to HNL defon is.
It goes by your slip preference order. Your #1 slip could contain a bunch of parameters that would match the HNL trip (or any other “good” trip). Your #2 slip would catch everything else.
