Agreed, if it’s cheaper/more convenient to violate why not? Only saving grace is see here is that ALPA ensured quarterly audits with only one form of agreed upon remediation. Many PWA work rules do not have “clearly spelled out” forms of remediation meaning management can easily violate work rules in their favor. This is not the case with global scope.
