99% that fences would simply give legacy HAL pilots first shot at WB's. Exceptionally unlikely they would exclude legacy AS pilots to the point where the company would have to hire people for WB vacancies once they run out of HAL pilots.
While legacy HAL folks might hypothetically prefer that, since AS pilots bidding unfilled vacancies would likely be senior, the SLI will likely mitigate that with super-seniority for WB CA's anyway.
I'm also 99% certain that the AS CBA requires that vacancies be made available to old hires before new hires. Allowing the company to set aside vacancies for new hires would invariably screw pilots, as the company would then do things like give desirable base slots to new hires in the interest of recruiting/retention, on the assumption that old hires are less likely to quit.
