Yes, 23.P.3.e puts the pilot at the end of the list for a WS as well — if the removed rotation comes within 30 minutes of creating a FAR conflict with the trip being added.

However, you didn’t need to call in well to WS that rotation either (through PCS), as long as none of the days being added touched the footprint of your SICK rotation.
