To get to IA you have to go through the entire ladder. That takes time with auto accept/no auto acknowledge. They usually don't have the patience for that and jump to IA earlier or skip at least someone, which means 23M7 was used early and improperly.
They aren’t actually using 23.M.7. They aren’t paying anyone that was skipped. They are just blatantly violating the coverage sequence.
