Tech wise its not much different than any other interline travel. Its just API calls to reserve seats and provide payment to the airline.
They made a big deal about it because they are trying to raise awareness with the flying public.
They obviously discussed this with the DOJ. Using my kids carpooling analogy its like letting the school know you will be picking up and dropping off your neighbors kids on alternating days, because some schools have rules about being allowed to pick up kids that aren't yours.
