So actual falsifying of government documents by a commander? I don’t think anyone is doing that. What commander certifies orders for someone not doing duty? Maybe there’s some lore on the line of these instances, but I just don’t think it happens. The commander is risking punitive legal action and an end to their own career.

Maybe that’s why none of these cases ever get resolved. Because there’s no “there” there.
