Possible but it ascribes a level of forward looking planning that a lawyer would call facts not in evidence.
They are hiring because they aren't at the staffing levels they want. The extra pay will go away when they can keep filling classes without it which will happen around the same time the other regionals drop theirs and hiring at better paying jobs slows down.
The beginning of this thread was about getting the contractual rates as high as possible before the music stops. That remains the best strategy.
