In an environment where they have a large stack of highly experienced applicants, the degree is a filtering tool to thin out that stack. When hiring got to a level where the stack thinned significantly, they dropped the degree requirement since not all applicants with degrees were experienced. With slowed hiring, the pool gets deeper and they can be picky again. Probably a good plan to consider a degree a requirement unless hiring at astronomical levels returns. Their court, their rules.
