Yes I did, and the JCBA is not touching every section of the contract. That is why it is important to make the distinction. Also, to my knowledge, the same sections were negotiated last time for the VX/AS JCBA.
Can you point to what sections it isn't touching? Because, again, the union emails seem to indicate it is touching everything.
