our manual does not say the FO shall not call out Reject. It states the FO shall call out anomalies and the Ca will decide.
speaking for myself If my FO states REJECT I’m going to assume something is on the runway and I’m going to stop. Because they are not trained to state reject.
Well if the manual doesn’t say the FO may do it, the FO better not do it. Captain has the sole responsibility.
