Not necessarily. Donald Trump once commented on why foreign trade policies were so horroribly written. Because of the lack of talent that puts these contracts/policies together. If the U.S. government would hire experienced professionals (i.e. not politicians) to write the contracts, from drilling rights to import/export policies I think this would give a moderate boost to our economy and currency value.
