Yes, I understand the circumstances it was created under, always seemed whack to me.
There are many benefits which apply only to a subset of the pilot group.

Example: us mil people are subsidizing healthcare for all the civilians, but we don't need it. Before anyone gets triggered I'm not suggesting we shouldn't have healthcare, just making a point.

All such benefits should be negotiated, that way the representative process generally provides proper weighting of priorities for the entire group.
