It’s not arbitrary. It’s a moderate estimate, because we need to have one. A president can have cognitive decline in 4 years and it can happen fast. Like within a year. Rarely under 65 unless it’s detectable physical degeneration.
I’ll add what seems arbitrary is most fair. To change arbitrary to arbitrary would objectively be unfair. It’s less about benefit or suffering. Keeping it the same is fair.
