Hear me out on this one: Eliminate IAWC.

a. they never realistically get to that step anyway
b. just make IA = IAWC

If they need to skip coverage and go IA, then it's available to everyone. If there's a rotation on your line or not, you're eligible.

Should go a long way to helping eliminate shenanigans.
