I wouldn't doubt it, but they're not going to EU countries, they're going to developing countries who are at a sweet spot of overall lower cost of everything, while having quality healthcare.

But that is often limited to elective surgeries, or things like dental. If my finances were constrained I'd have no problem going to Mexico if I needed costly dental work (not accounting for safety). If I needed arterial stents, maybe not so much.
