ICAO really can't "force...hands."

There is a reason why we in the US don't measure winds in meters per second. The US delegation just filed a difference with ICAO and said "appreciate your metric system, and it looks awesome, but George Washington gave us feet and miles, so we're sticking with it."

A long way of saying, I think the Age 1000000 advocates have screwed themselves on not understanding how the FAA/ICAO structure interacts with Congress. I hope they enjoy their second career at Westjet Encore or SkyWest Charters, and I'd ask them to ensure they've put a TOD beneficiary on all their large accounts.
