Think of it as a “free market”.
As guys drop trips, guys will pick up trips, so something might go red, and then green again.
Senior bases will see more green than red because the demand for trips is greater than the dropping of trips, so grid remains highly green as guys from other bases drop and pick up in the senior base.
Likewise junior bases will go red early and stay red because of the dropping as guys are trying to drop and then pick up in another base.
This was (maybe still) an issue with DFW and IAH. Guys would drop in IAH to pick up in DFW. So IAH would have a lot of red and DFW would remain almost all green.
