Might be a work around, ie claim that for safety reasons you want to slow roll the age increase and monitor the results carefully over time. It would be challenged but might hold up OK.
There have been numerous challenges to age restrictions under the Equal Protection clause of the 14th amendment, but they have all failed. Certainly anything where safety is involved has been held to be a valid law. It would be a huge hill to climb to change the age under the 14th and would take a long time, since there is SCOTUS case law the lower courts can't just overturn SCOTUS.

Anyone can argue that any age limit violates equal protection, but in reality they exist and courts have held they are valid.
