The number of hours they get is way better, no question. It would be an interesting problem to level set the pilot group, with some people with 250-1000 hours banked and other pilots who have 0-50. It would penalize the people who have saved their hours over the years and reward those who use them all every year.
I think those that have hours, keep them. Just transition to the new system the at some point the following year. Keep what you have accumulated (since it was contractually earned) and call it good
