Yeah but I can almost assure you they'd make an exception for any ringleaders of a coordinated mass action. Who's going to stick their neck out?
This isn't a team thing, it's not like a union holding out for a better contract, it's vastly bigger than that and the ATC people are just individuals caught up in the mess like so many others.
