They never said "all" or "only". They clearly said large but with follow on bids.

Its pretty clear that 200 CA bids on the 737 with 128 planes being delivered and 2,500 new hires plus 450 retirements isn't going to staff the airline fully until 2027. Every bid will likely have 737 Captains awards on it from backfills, despite not being posted. But not as large as the current one is.
