Your explanation is coming across clearly.
If 23M7 payments are sent into a pool for the entire category, then the entire category now has an incentive to see the pool grow as large as possible. Slow coverage (due to auto-accept) is the driving force behind most 23M7 uses. More pilots throughout the category will leave auto-accept on, as more pilots will have more incentive to see every TC result in a 23M7, rather than only the most senior.
The end result wouldn’t be what you think it will be. 23M7 farming would become more rampant, with more participants and more auto-accepts.
