that’s a nice thought, but what “should” be done isn’t always done. anything that has a cost, and anything that has a value to us, is a negotiating point. how much capital are you willing to spend for this?
I don't think a quid necessarily has to be a contractual concession. I still think we are in an environment where we see contract value growth and anything affected the commuter policy would potentially shave off a fraction of a percent that otherwise would have been given in other areas.
