That options is only for a YS first-in-sequence, so by definition you are raising your hand to move to or closer to the top of the list to be used. Reducing your raw bucket takes you from group 2 back to group 1. So yes you are much, much more likely to get used since you don't have the protection of sitting in group 2 with all the group 1 people required to be used first (on same days-of-availability).
