I think it's because it's become a "lottery" that might hit for you. And it doesn't even need to be in
your category. An OOBWS is going to collect every single person in your E/S, not just your B (sts). That will massively slow down coverage.
My gut tells me this was a reaction to batch sizes going away. Maybe we could get them back in return for no auto-accept?
