This is incorrect. Each MEC will vote on the TA separately whether or not to pass it to the pilots to vote. Once aTA is passed by both MECs, it will be voted on by the entire pilot group (Alaska and Hawaiian pilots) as a whole.
Ah, good to know, I mixed that up apparently. But the principle still applies, each side holds veto power independently.
