Moving target minimums with different implications for those applicants, new hires, and existing hires depending on if they are older or younger than the next hire so, yeah, for any given individual other than those very close to 65, they most certainly can be moving targets. Nobody older than you will affect your seniority at retirement, no matter when they are hired, but everybody already hired will - for the duration of their employment - affect your chances of getting hired, getting furloughed, etc. it depends on which population you are looking at.
