They would still be full of students. 70,000 students a year are turned down from going to a UC school. If as you allege, that UC schools are full of "tourism babies" they'd just get replaced with actual American students.

Also I wouldn't shed a tear if the UC system couldn't fill the slots. Between gouging young people in tuition, meals and lodging they provide an average education at best.
