Junior CA's are in fact protected. A senior FO can't just decide to displace them whenever he wants... he has to wait for a vacancy, or possibly a displacement bid, to upgrade.
Vacancies are awarded first, and then reductions processed - if any still needed. Any reduced position bidding out to a vacancy fulfills the reduction requirement.
The problem is in the past several bids the most junior awarded Capt has been in the 2007-2017 DOH range, whereas the most junior Capt on property is a 2019 hire. Therein lies the issue. The assumption is more senior FOs will take vacancies, most SAN will be filled with SFO/SEA, but there’s still a chance that reductions need to be processed. Those CAs can then go into other bases like SEA and push out the bottom guys. The concerning zone would be current CAs with a DOH 2018-2019.
