The problem is in the past several bids the most junior awarded Capt has been in the 2007-2017 DOH range, whereas the most junior Capt on property is a 2019 hire. Therein lies the issue. The assumption is more senior FOs will take vacancies, most SAN will be filled with SFO/SEA, but there’s still a chance that reductions need to be processed. Those CAs can then go into other bases like SEA and push out the bottom guys. The concerning zone would be current CAs with a DOH 2018-2019.
Yes, I know that bleeding edge junior CA's can get displaced in a reduction bid. I was pointing out that they are protected at all other times, somebody senior can't just decide to take their position any time they want. Only happens in a displacement situation.
