I should have said, "the only scenario in the upcoming bid...." I thought we were all on the same page there.
Listen to the new union podcast before bidding (or not bidding) in this system bid, if you're remotely junior. There are some potential gotchas in how it all works.
It's definitely worth a listen. I'm not in danger of getting displaced but it was a great review anyway.
